Biodegradable Poop Bags: What the Certification Requires

A poop bag labeled “biodegradable” with no certification mark on it is making a claim the FTC has already said is deceptive for anything headed to a landfill — which is where almost every used poop bag goes, bag and contents together, sealed in a knot, buried under more trash within days. The bags in the table below, checked in August 2026 on each maker’s own product page or, where a brand sells through Amazon, its listing, split into three real groups: three carry an independent compostability certification (BPI/ASTM D6400 or an OK compost mark), two were tested only to a landfill-degradation standard that has nothing to do with composting, and the rest carry no compostability mark at all — some because they make a plant-based claim without one, others, like Earth Rated and Amazon Basics, because they never claim to degrade in the first place. The material matters less than which of those three groups a specific bag actually belongs to.

What the FTC Says About “Biodegradable”

The Federal Trade Commission’s Green Guides — the rules that define what an environmental marketing claim is allowed to imply — address this exact product category almost word for word. Section 260.8 states that it is deceptive to make an unqualified degradable claim for anything that does not fully decompose within one year of customary disposal, and specifically calls out items “customarily disposed in landfills, incinerators, and recycling facilities” as deceptive to label this way, because those locations “do not present conditions in which complete decomposition will occur within one year” (16 CFR 260.8, FTC Green Guides). The Guides use a trash bag as their own worked example: a marketer who tests degradation in soil and then sells an unqualified “degradable” claim on a bag that customarily ends up in a landfill is making a deceptive claim, because the test conditions and the disposal conditions aren’t the same thing. A poop bag is the same shape of claim — tested one way, disposed of another.

The research backs up why the rule exists. Landfills are built to be anaerobic — compacted and covered to keep oxygen out — and even wood and paper, materials that break down readily in a compost pile, decompose slowly and incompletely under those conditions; Morton Barlaz’s landfill-decomposition work at NC State measured how much of that organic carbon simply stays put in a municipal landfill (Barlaz, “Forest products decomposition in municipal solid waste landfills,” Waste Management, 2006). A separate three-year field trial buried, submerged, and exposed “biodegradable,” oxo-biodegradable, and compostable plastic carrier bags in real soil, seawater, and open air and found that outside a controlled composting facility, none of the bag types broke down on the timeline its label implies (Napper & Thompson, Environmental Science & Technology, 2019). A bag that’s knotted shut, wrapped around a solid clump of waste, and buried under more trash the same day gets even less exposure to air and moisture than either study’s test conditions.

Do Biodegradable Poop Bags Break Down in a Landfill?

Not meaningfully, no — regardless of what the bag is made from. A landfill is compacted and capped specifically to limit the oxygen and moisture that biodegradation needs, so a cornstarch bag and a conventional plastic bag end up close to functionally the same once buried: both persist far longer than the marketing copy on either one implies. The FTC’s own Green Guides use this exact scenario — a degradable claim tested under different conditions than the product’s actual disposal — as their textbook example of a deceptive claim. A “biodegradable” or “compostable” label only describes what happens to a bag that reaches an industrial composting facility or, in a much smaller number of cases, a home compost setup built to handle it. It says nothing about a bag that goes in the household trash.

What the Certification Marks Mean

Three certification systems show up on the bags in this table, and they test three different things. ASTM D6400, the standard BPI certification verifies in North America, requires a product to disintegrate and biodegrade in an industrial composting facility — BPI’s own certification scheme runs disintegration testing at 58°C for up to 84 days and biodegradation testing over roughly six months (BPI certification FAQ). That is a commercial-facility standard, not a backyard-bin standard. BPI maintains a separate home-compostability scheme, tested at 25°C over up to 180 days, that maps to the same conditions Europe’s OK compost HOME mark (TÜV Austria) certifies: garden-temperature biodegradation rather than the sustained heat of an industrial pile (TÜV Austria, OK compost HOME). EN 13432, the European standard behind marks like DIN CERTCO’s, is closer in spirit to ASTM D6400 — another industrial-facility standard, not a home one.

ASTM D5511 is the standard to watch for, because it looks similar to D6400 on a spec sheet and means something different in practice: it measures anaerobic biodegradation under landfill-like conditions, not compostability. Two bags in this table — Greenline and Doggy Do Good — cite D5511 testing and call their bags “biodegradable,” but neither claims BPI or ASTM D6400 certification, and Doggy Do Good states outright on its own product page that the bags are not a bioplastic, are not certified compostable, and should not be composted or recycled. That is an honest claim about a landfill-only product. It is a different claim than “compostable,” even though both use the word “biodegradable” somewhere on the package.

What Does BPI Certified Mean on a Poop Bag?

BPI certification is third-party verification that a product meets an ASTM compostability standard — D6400 for plastics, D6868 for compostable packaging — rather than a claim the manufacturer is making unverified. For the standard, commercial-facility certification, that means independent lab testing at industrial composting temperatures, not a self-reported estimate. It does not mean the bag will break down in a backyard bin, a municipal curbside cart, or a landfill — it means an accredited industrial composting facility, if the bag reaches one, can process it. BPI runs a separate, less commonly seen home-compostable certification for products tested at garden temperatures; a bag needs that specific certification, not the standard commercial one, before a home compost setup is the claim being made.

Certification is the column that separates these bags; material is the column that looks like it should. Where a maker’s page or listing doesn’t state a field, this table says “not disclosed” rather than filling it in.

The two ASTM D5511 rows are worth reading side by side. Greenline’s own product page cites ASTM D5511 — a landfill test — while its marketing uses “biodegradable” with no BPI or D6400 mark behind it; that’s precisely the unqualified claim the FTC’s Green Guides describe as deceptive for a landfill-bound product. Doggy Do Good runs the same D5511 test but is explicit on its own page that the result is a landfill claim, not a compostable one — the more accurate way to make the same underlying claim.

Composting Dog Waste at Home

A certified-compostable bag doesn’t make dog waste itself safe for a backyard compost pile or a municipal green bin. Our own guide to home composting is direct about this: dog waste, cat waste, and human waste should not go into a standard compost setup except by experts running specialist hot-composting systems, because pet waste carries pathogens — roundworms, E. coli, giardia among them — that ordinary backyard compost temperatures don’t reliably kill. Seattle Public Utilities makes the same point about municipal collection even more bluntly: its FAQ states that pet waste should always go in the trash “regardless of what kind of bag is used,” and that pet waste is “a leading source of contamination in the compost stream” — a certified-compostable bag doesn’t change that answer (Seattle Public Utilities, pet waste FAQ).

The one setup built for this is a dedicated pet-waste digester — an in-ground unit like Doggie Dooley that uses septic-style bacterial digestion tablets rather than the aerobic, turn-it-regularly process a food-scrap compost pile relies on. It’s a different mechanism than home composting, sized for a single waste stream, and it’s the only place a “home compostable” bag claim actually applies without guessing. Can You Compost Dog Poop at Home?

Only in equipment built specifically for it — not in a food-scrap compost bin and not in a municipal yard-waste or green-bin program, even if the bag itself is certified compostable. Pet waste carries pathogens that a standard compost pile’s heat doesn’t reliably neutralize, which is why Seattle’s own utility FAQ tells residents to trash it regardless of bag type, and why our home composting guide excludes pet waste from its standard method entirely. A dedicated in-ground pet-waste digester, which breaks waste down anaerobically the way a small septic system does rather than through hot aerobic composting, is the actual home option — and it’s a different purchase and a different process than backyard composting, not an extension of it.

Flushable Bags and Your Plumbing

Flush Doggy markets its bags as flushable, describing them as softening and breaking down in water, and doesn’t attach any third-party certification to that claim on its own product page — it’s the maker’s description, not an independently verified standard the way BPI or ASTM D6400 are for compost. Seattle Public Utilities’ guidance points at a more specific distinction: its FAQ says dog waste itself can be flushed — without a bag — while cat litter and waste must always go in the trash (Seattle Public Utilities). That’s the gap a “flushable bag” claim is trying to close — but a bag, even one designed to soften, is added material moving through a pipe and a treatment system that plain flushed waste doesn’t add. A septic system in particular has no municipal treatment plant downstream to catch a bag that doesn’t fully disperse; a plumber or septic service is the better source than a bag label for whether a specific system can tolerate one.

Are Flushable Poop Bags Safe for Septic?

Treat “flushable” on a poop bag with the same caution as “flushable” wipes, which plumbers and wastewater utilities have spent years warning don’t break down the way toilet paper does. No maker in this table attaches a BPI, ASTM D6400, or septic-specific certification to a flushable claim — it’s a marketing description, not a tested standard. A septic system depends on a working drain field and no material moving through the tank that resists breaking apart; a bag that’s slower to disperse than the maker’s description implies is exactly the kind of risk that shows up as a clog months later, not immediately. Seattle’s public utility guidance is more conservative than any bag maker’s marketing: dog waste itself, unbagged, is what its FAQ says can go down the toilet.

What Cuts Down the Waste Here

If you already own a box of standard plastic bags, or you’ve been saving bread bags and folding newspaper for pickups, that’s not a compromise worth upgrading away from. Every bag in this table, certified or not, is a single-use item, and the lowest-waste pickup is whatever you already have on hand rather than a fresh purchase in different packaging — a bread bag headed for the trash anyway does the same job as a bag bought new for the purpose, at no added cost and no added manufacturing.

Past reusing what’s already in the house, the options rank cleanly from most to least effective at reducing what ends up buried. A certified-compostable bag paired with a dedicated pet-waste digester is the only combination in this table where the compostable claim and the disposal method actually match — BioBag and Pogi’s both carry home-compostable marks (OK compost HOME, AS 5810, NF T51-800) that apply to that setup, and a digester is a one-time purchase rather than a recurring one. Short of that setup, recycled-content plastic is the better-evidenced pragmatic choice: Earth Rated’s bags are 65% post-consumer recycled plastic, landfill-bound like everything else here but built from material that already existed rather than new petroleum, and Seattle’s own utility FAQ makes the same recommendation — recycled-content bags over bags made from entirely new plastic, for anyone not composting. A bag marketed “biodegradable” with no certification and no digester behind it doesn’t out-perform either option; it just costs more for a claim that’s unverified.

The bottom line: a “biodegradable” poop bag with no BPI, ASTM D6400, or OK compost mark on it is making exactly the kind of unqualified claim the FTC’s own Green Guides call out as deceptive for a landfill-bound product — and two of the twelve bags checked here, Greenline and Doggy Do Good, cite a landfill-degradation test (ASTM D5511) rather than a compostability standard, which is a meaningfully different claim than the word “biodegradable” on its own implies. If a pet-waste digester is realistic for your yard, a certified-compostable bag from BioBag or Pogi’s is the only pairing here where the claim and the disposal method line up. If it isn’t, recycled-content plastic from a brand like Earth Rated is the better-evidenced landfill-bound choice than an uncertified “biodegradable” bag at a similar price. “Biodegradable” describes a process — that microbes can eventually break a material down — without saying how long that takes or under what conditions; nearly everything is biodegradable given enough time, which is exactly why the FTC’s Green Guides treat an unqualified biodegradable claim as deceptive. “Compostable” is a narrower, testable claim: that a material breaks down within a defined timeframe under specific composting conditions, verified against a standard like ASTM D6400. Every certified-compostable bag is biodegradable; most bags marketed as biodegradable in this table carry no evidence they’re compostable anywhere.
